1215 Agency Administrator Job Description

Qualifications:

The Agency Administrator shall possess a school administrator’s certification issued by the Wisconsin Department of Public Instruction. In addition, the Administrator shall have had adequate experience in teaching and in school administration or other such qualifications that the Board of Control may find acceptable. The Agen­cy Administrator is entitled to fringe bene­fits over and above those set forth in the general provisions as agreed upon between the Board of Control and the Agency Ad­minis­trator in his/her contract for employment.

The Agency Administrator shall also possess:

1. Evidence of being able to make sound educational decisions.

2. Evidence from past experience that he/she is a self-starter to get ideas into action.

3. Skill in public and community relations.

4. Successful management style as evidenced in present position.

5. Evidence of a positive working relationship with teachers, administrators, and board members.

6. Evidence of ability to develop short and long range goals for an organization.

7. Leadership skills evidenced by cooperation attained with other administrators.

8. Evidence of a positive working relationship with Department of Public Instruction.

9. Knowledge of school law and the legislative process.

10. Ability and knowledge in areas of school finance and business management.

11. Knowledge of the latest research and trends in education to improve student achievement.

12. Knowledge of effective applications of emerging technologies in education.

13. Ability to develop accountability for a CESA.

14. Knowledge as to the function, purpose, and operations of an educational service agency.

Responsibilities:

1. Act as an advisor and non-voting secretary to the Board of Control.

2. Plan agendas for meetings of the Board of Control, Professional Advisory Council, and other

leadership groups.

3. Prepare, implement, review, and evaluate agency policies and recommend new and/or modified

policies to the Board of Control.

4. Serve as the chief executive officer and official agent of the Board of Control.

5. Meet with the Board of Control at its monthly meetings and at such special meetings as may be

called by the Board of Control.

6. Promote participation of school districts in CESA 5 services by maintaining close communications

with school administrators and school districts.

7. Attend state and national meetings as necessary to keep informed of educational matters and shall

share such information with CESA 5 staff and the Board of Control.

8. Carry out those activities which will provide for professional operation of the agency in keeping with

the purpose of Chapter 116. Stats.

9. Serve as a liaison between the school districts of CESA 5 and between the agency schools and the

Department of Public Instruction.

10. Plan and monitor all agency fiscal operations.

11. Maintain records such that state and federal aids may be legally claimed, received, and

properly accounted.

12. Prepare and submit to the Board of Control an annual budget for the administration of the agency and

for all programs and services.

13. Present a monthly summary of receipts and expenditures and a monthly trial balance for the

Board of Control.

14. Supervise the work of CESA 5 directors, and indirectly, all CESA 5 staff.

15. Evaluate the performance of CESA 5 directors and establish evaluation procedures and guidelines for the

evaluation of CESA 5 staff.

16. Provide in-service training opportunities for CESA 5 staff and members of the Board of Control.

17. Negotiate and administer salary plans for CESA 5 employees.

18. Recommend to the Board of Control the employment and/or dismissal of all certified employees of

the agency.

19. Responsible for the employment and/or dismissal of all non-certified employees of the agency.

20. Suspend employees when necessary.

21. The Agency Administrator shall carry out other responsibilities as directed by the Board of Control.
