The Board of Control will consist of eleven (11) members as established in Wisconsin Statute 116.02 (1)(c). Membership on the Board of Control will be in accordance with the plan adopted at the initial convention of Board members.

0142 Election
Board of Control members shall be elected from among the representatives elected by local boards to represent their school district at the Annual Convention.

0142.1 Electoral Process
Membership on the Board of Control will be in accordance with the plan adopted at the initial convention of Board members.
Subsequent annual conventions shall adhere to the initial plan of representation unless a petition proposing a different of representation, signed by at least 25% of the presidents of school district boards within the agency, is filed with the Chairperson of the Board of Control at least thirty (30) days prior to the date of the convention. Upon approval by the convention, the current plan will be in effect until changed by the above procedure.

0142.3 Term
The term of a school district seat on the Board shall be for three (3) years, staggered among the seats on the Board, commencing at the reorganization meeting following the Annual Convention. A school district is eligible to serve two consecutive three-year terms on the Board of Control. In the event no other candidate from that school district’s region is nominated during the election of Board of Control members, the incumbent school district may serve additional terms.

0142.5 Vacancies
The office of a Board member shall become vacant immediately upon the occurrence of any of the following events:
A. the death of the incumbent;
B. the resignation of the incumbent;
C. the incumbent no longer is a member of their local school board;
D. other circumstance as determined by a majority of the Board of Control.
Board of Control membership belongs to the local school district and not the individual. As such, when a vacancy exists, the local school district shall have the option to designate another local board member to the vacant seat.
If that district does not fill the vacancy, the seat shall remain vacant until a replacement is chosen at the Annual Convention. However, depending on the timing of the vacancy, the Board may elect to advertise for candidates and select a candidate to fill the seat prior to the Annual Convention.
Should the Board decide to advertise for candidates, the following process will apply.
1. The Board will solicit nominations from member districts in the region of the vacancy.
a. If no nominations come from the region of the vacancy, the Board will solicit at-large nominations from member districts in all other regions.
2. The Board will interview candidates and make a selection.
